Has a tie attached which can be used for tying the cap to the star picket post. Designed to provide a method of holding the cap down on the picket and stopping them for coming off and getting lost. The tie can also be used to hold barricade tapes or mesh. This is a patented method introduced to save the need for extra items to hold it on.
